Do you need a verizon wireless phone if you have a verizon wireless pc card for a laptop?

I have a alltel phone and Im about to get a pc card for my my laptop. Alltel doesnt have pc cards and I dont want to wast money if I need a verizon wireless phone.

1. i dont think so cause I plan on getting one of those but I do have a verizon phone but it does not state anything like that it just needs a contract but nothing w/ a phone you just pay 60$ a month.
2. no u cannot use the pc card as ur mobile. how would that work ?
